RFP for Electrical

The Fort Berthold Housing Authority (“FBHA”) is requesting Quotes from qualified firms, or individuals who are licensed electricians to provide “as needed” basic electrical services on FBHA housing units located on Fort Berthold Indian Reservation.  Quoted prices shall be good for 90 days after the Quote due date.  The firm chosen will provide “as needed” electrical services for a period of one year with an option to renew and services not exceeding $250,000. There is no set minimum or maximum amount of work associated with this contract.

 

Indian Preference applies to this solicitation.  Contractors seeking Indian Preference may contact FBHA as set forth below.  Responsive Proposals may also be accepted by Non-Indian Contractors.

CONTRACT AND PROJECT REQUIREMENTS.

Contractor shall execute a contract which contains additional obligations and requirements that apply to this Quote, which are incorporated herein by reference.  Federal funds are being used to fund this project.  All applicable federal laws shall apply including but not limited to the provisions provided under 2 C.F.R. Part 200.327. 

 

PAYMENT AND COST OF WORK.

The Firm shall provide per hour pricing for a Licensed Electrician and any others that would be utilized to carry out work under the contract. Include straight-time rates, overtime rates, any holiday & emergency rates, and taxes that would apply. Furthermore, provide a price list of Reimbursable Cost items that may be provided as part of the contract. Mileage for on-site visits and meals and incidental expenses will be paid at the approved GSA rate. A performance and payment bond or alternative form of security is required.

 

The Contractor selected is required to pay all taxes and fees required, including MHA TERO Fees and the MHA Business License Fee. All taxes and fees must be included in the Quote.

All Quotes must be mailed or emailed to the FBHA and received before January 13, 2025 at 4:00 P.M. Legal Services

The Fort Berthold Housing Authority (FBHA) is seeking PROPOSALS FOR LEGAL SERVICES: from qualified Law Firms and/or individuals to perform general legal services for the FBHA, a Tribally Designated Housing Entity (“TDHE”). The FBHA provides housing assistance to low-income families in the designated service area within the exterior boundaries of the Fort Berthold Reservation. The FBHA operates programs administered under the Native American Housing Assistance and Self-Determination Act (“NAHASDA”) Indian Housing Block Grant (“IHBG”).

Indian Preference applies to this solicitation. Contractors seeking Indian Preference may contact FBHA as set forth below. Responsive Proposals may also be accepted by Non-Indian Contractors. TERM OF CONTRACT: Three (3) year contract with an expected start date of December 1, 2024. EVALUATION: Proposals shall be evaluated based on a point system with a total possible score of 100. Proposals must address all the evaluation factors to be considered responsive.

Garage Renovation

  • Install 2 Interior lights (standard garage lights)

  • Install a 220-amp outlet for a garage heater (garage heater to be installed in the future

  • Install two exterior lights, one on each side of garage door (Patriot Lighting Torean White Outdoor Wall Light)

 Insulation:

  • Install R-19 batt insulation in all walls

  • Install R-30 or higher batt or blown-in insulation in the ceiling, with proper baffles installed

  • Install spray foam around all windows and door jambs

Roofing

  • Install new metal roofing on house and garage, 27 squares (FBHA picks color)

  • Patch underlayment

  • Install new soffit, 250 ft

  • Install new fascia, 250 ft

Siding:

  • Install new siding on all exterior walls on garage with primed matching

  • Paint siding to match existing color of house

  • Install color match continuous siding corners

Drywall:

  • Install 5/8” fire rated drywall on the ceiling

  • Install 1/2” fire rated drywall on walls

  • Install at least one coat of tape and drywall mud

Complete Perimeter will need to be cleaned at all joints and resealed with a gutter silicone. All joints will consist of tie ins, fittings, and all corner joints. Gutters will need to be securely fastened against facia board.

  • Pressure-wash walls to remove dirt and dust build-up 

  • Inspect for any damage or holes 

  • Apply epoxy filler to cracks or holes with a spackle knife, then lightly sand till smooth 

  • Remove any loose paint 

  • Caulk Trim between house and around doors and windows 

  • Apply a coat of stain blocking primer to any visible stains or wood knots 

  • Cover doors, windows and any outside fixtures 

  • Paint Exterior and exterior trim 

  • Check for touch ups 

  • Clean up any mess or debris from worksite 

  • Must apply for a permit with MHA Nation Construction Management Office 

  • Must match paint as close as possible to existing Smartside Siding Color (Colors must be approved by FBHA first)
